A good workaround would be pairing a cellular Apple Watch to an iPhone but then leaving it at home. Your iPad Mini sits in a bag for when you need full power but all your calls, iMessages and other minutae you can pick up on the Watch.

This whole thing would be easier if Apple just ported the Watch app to iPadOS and the Mac.
