Although they played out differently from each other, the original comics MCU had Steve on the side of the vigilantes, arguing that a secret identity was a way of keeping loved ones safe whereas Tony was arguing for registration to keep the public safe, make sure heroes are properly trained and publicly accountable. Spiderman notably unmasks live on TV in support of this. The vigilantes lose when Steve gets killed (by Peggy's niece!)

Because comics gonna comic, this is actually a plan by the Red Skull to freeze Steve in time and implant his own mind in Cap's body. This fails and Steve comes back. Tony gets put in charge of SHIELD but it gets out that he hid evidence of a Skrull invasion from the public and so he gets fired and replaced by Norman Osbourne! Tony then goes on the run after downloading the superhuman registration database into his own brain to stop Osbourne.
