Apple knows that the base models are more often than not purchased by people on educational discount or companies buying in bulk. In either case Apple is saving a few dozen $$$ on each sale adding to their margins. The 8gb is perhaps paltry but as a supply chain decision is quite clever. This doesn’t make it great for the private buyer though but then Apple also probably knows most people will upgrade their RAM so they can easily get that $200 upsale.
