Apple's victimisation arguements rightly fall flat because most of their other devices (including their TV remote) already use USB-C. They just want the Lightning royalties.
The EU only had to step in because the tech industry couldn't do its own job properly. HDMI, Blu-ray, Ethernet, USB, Wi-Fi, Bluetooth, 4G, DVD: in the past the tech industry normally sets up its own cross-company group to build its own standards or Sony managed to force its own through.
Had Apple just opened up Lightning to the wider industry as a replacement for micro-USB it could have still collected a small patent licence that would be so insignificant companies wouldn't look the other way. They would have made a killing in the same way Sony does on Blu-ray sales.
