How about the Swiss model as a baseline?

1. Devolve Scotland and Wales more.

2. Break England up into principalities along the lines of the old Kingdoms and named as such (Wessex, Mercia etc) You could call it the ‘Saxon Liberation’ or something.

3. Local gov given more power. Westminster only looks after National issues like currency and defence.

4. Abolish monarchy. Set up trust to look after estate as heritage attractions. The papers love the idea of England being oppressed somehow; why not end 1000 years of (non-existent) oppression at the hands of the descendants of William the Conquerer?

5. Abolish Lords. Replace with 2 citizen assemblies based in York and Winchester. People sit on upper chamber like jury duty, all expenses paid.

6. Proportional representation for Parliament.

7. Education and Healthcare taken out of direct government control. Both ran by board of internally elected ex-professionals with cross-party representatives.
