I can only think the architects never learned anything from Kowloon.

Humans, more than any other animal species need to be able to see the horizon. This is why cityscapes get ever taller: so the rich at the top can see over everything else and feel that inherent need to see a wide open space.

The worst part is humans brought up in concrete jungles with no horizon to see know no other way and it can massively dampen their spirits.
