I put the blame firmly at the feet of Chibnall. I though Jodie was a great Doctor waiting to get out but she was nearly constantly let down by some utterly terrible writing that rode roughshod over the previous 50+ years of backstory.

Relying solely on Lore is a poor man's way of storytelling (which is why RTD wisely sidestepped most of it in the 2005 reboot series) but when you are the custodian of a series with over half a century of plots, characters and devices you can ignore it if you like but retconning it is not cool. When that happens you end up with Rise of Skywalker or Star Trek Discovery. *shudder*
