I think this is more of a happy accident. The M1 was miles better than anyone anticipated but the M2 is no slouch. Apple will have looked at the anonymous user data and come to the conclusion they could get away with a smaller heat sink because very few people would notice.

In regular usage there is zero difference between the 2. It’s not slower; it just has less of a top speed.
