I used to use an app called VirtueDesktops on MacOS 10.4 Tiger in 2006 that did all those things before Apple even built spaces in. It was brilliant and even ran well on low-end machines.

Sadly Stage Manager just turned out to be 'Spaces, but on the left-hand side'.
