I would put it down to the west largely dictating the climate change narrative to its own benefit, asking developing countries to cut their emissions without really doing anything to our own. This is designed, as it always has to maintain the status quo. Why should we deny other countries the chance for its citizens to achieve the same comfortable lifestyles we have?

Of course the answer is that the planet cannot support every country having a heavily industrialised society. We in the west need to change our own cultures and then help leg-up other countries to the dangers of unrestricted growth and not investing in renewables and energy independence.
