Personally I think this is a terrible idea. Old office blocks I think would be better suited to being converted into vertical farms so we can hyper-localise food production and create more jobs. If the internet has killed the high street then city centres need a rethink. America especially is a country that is not short on space to build into; I am sure most renters would prefer some green space of their own to a balcony over a polluted city block.
