Some of this actually sounds like a good idea. Current web tracking only ever seems to suggest things I have already looked and either brought or decided against.
Roadside and Magazine adverts are based on the idea that the target audience might be interested in a product or to raise awareness of something. If all they did was show you what you bought at the weekend they would be useless. They already rely on a kind of prediction.
Applying predictive algorithms on an audience level might not be such a bad idea.
I agree wholeheartedly about personalising it though.
