The difference of opinion may be down to historic backgrounds.
European governments standardised tech before with things like TV inputs. For example the French government forced the adoption of SCART connections to make buying VCR’s a lot easier and the standard spread across Europe and beyond. The US government has always been more hand-off in this regard.
Governments standardising things have been around for centuries, from measurements and weights to scientific methodology. Where I work everything must be done in accordance with the appropriate ‘British Standard’ to ensure an equal baseline with other research.
Hopefully this will mean that the next generation is developed as an industrial standard like HDMI, DVD and USB
