The majority of devices they sell are base models to families, education and enterprise where the lack of depth to the OS is a purposefully designed feature.

The 11th Gen iPad is, at £$329 incredibly good value for money for the sort of user willing to surrender some flexibility for a more controlled experience and offer a compelling alternative to competing Chrome and Windows devices. The Air and Pro models are therefore just faster, smoother base iPads for those who want to pay for it. Together they form Apple's sub-£$1000 computing line.

If they started blurring the lines between the Pro models and the Mac, it would dilute the iPad lineup and confuse the average buyer who relies on Apple Store employees for their sales advice.
