The rest of the decade might not be so great for the USA but the rest of the world might see an opportunity. China is likely to emerge as the dominant superpower by 2040 and whilst not without controversy, they have also made solar energy and batteries incredibly cheap.
I predict the UK (and by extension the EU) will also emerge as a force for science and technology. All those unwelcome american researchers need somewhere to set up shop and a combination of what will become the world's top higher education system and ARIA, the successor to PARC is hiring.
PARC gave rise to the age of silicon valley and created all sorts of ideas and products the people prior never thought of. Who knows what ideas another such incubator might cook up.
Public support for Brexit is at an all-time low. All is needed is an economic push (say, high tariffs on exports to the USA?) to move the UK closer to the EU in terms of trade and eventually readmission.
