There often seems a lot of confusion about what the iPad stands for or who its aimed at.
For Apple the iPad is their direct competition to $400 and $600 laptops by competing manufacturers (ie Windows and Chromebooks) and their extensive research will show iPadOS is just fine for that segment of customers.
The iPad Pro looks like on paper it directly competes with the Macbook Air as they sit as very similar price points. However if we look at Apple's marketing we see the Pro line aimed more at desktop owners who want a portable computer that does things their desktop does now (eg artwork) rather than someone who is tossing up between the 2.
So the answer is clear: only buy an iPad Pro to use as a laptop if you have a desktop for everything it does not do.
