We actually used to have a mostly-decentralised internet: Web1. Anyone could rent some server space, buy a URL, set up something like phpBB and nurture their own community with no corporate control required.

ISPs and server hosts needed paying but even in Web3 this is still the case so its not really a step forwards at all.
