This is still the biggest hurdle for xCloud. During the Activision debacle in the UK they were trying to convince authorities that streaming was such a small percentage of Gamepass that it wasn't even worth thinking about.

Yet there are constant wait times to the point that its not worth playing anything on streaming during busy times. The streaming service is a great way of sidestepping storage limitations or even the sale of a console but you cannot stream a game and download it simultaneously.

Stadia for all its faults had none of these issues.
