We have to take this back to the root cause: the internet is just not a safe place for children. This isn't some knee-jerk 'ban smartphones' reaction (I wrote a whole article on why thats a dumb idea) but a fact of life.

The internet doesn't need regulating but it the registration of an email address, and therefore a gateway to everything else should require a government-backed ID to prove age. This would kill trolls dead and allow us to age-gate websites accordingly.

Any calls of censorship from audiences would do well to remember we have age ratings on movies and videogames for a reason. This was a horrible tragedy that can be prevented in future with a little common sense.
