What if both are true?

In programming we use a process called procedural generation to automate the creation of data based on underlying algorithms.

The creation of the data is random (or appears that way) but the underlying maths that powers it is anything but.

Underneath the random chaos of the universe are underlying rules and laws that govern how things should operate.

Underneath the universe is order that brings form from the chaos.
